Yes, Paris is the best. Don’t forget to check where the bag is made. I prefer France and Italy.
Tax-refund: this depends on what you want. With cash, you get the money immediately. With credit card, it can take a month or so. But with credit card you can get a bit more money back.
Personally, I would prefer cash.

Hi Yinn, the woc classic never go on sales, usually the seasonal bags go on sales around that time. But if you buy at Heathrow, you can get it much cheaper than in the stores.
Hi Yinn, just came back from Paris and bought my Classic WOC in caviar leather and gold hardware. Price is €1740 and Chanel VAT refund is 13% (for Chanel) which is great! Other stores were around 12% VAT refund. They have it stock at the Rue Cambon store.

This is really sad =(, I know how you feel. But Chanel repair service is the same in every country, no matter where you purchase the bag. I am not sure where you are, but whenever you spot a Chanel boutique, you can go in and ask them. If this is really bad, they need to do something about it!
